Dear Madam,
Please i want to if somebody student visa has alreday expired and the fellow didn't have money to pay for penalty what can you do to help the fellow.

If the fellow just overstay in China for less than 10 days, generally speaking, he won't be fined, however, if he overstay in China for a long time, he will be fined and leave China within 10 days, otherwise, he will be put into prision.

if he want to stay in China within 1 month, he can convert his X visa to L visa for a month before his visa expires, after one month, he has to leave China.
