You can renew your passport from China Consulate in Vancouver. You can get the Hong Kong SAR Passport Application Form ID843, Payment Form ID 853 and Fee Charge Notice from the consulate for free, then fill them. You also need to submit 3 color paspsort photos, copy of Hong Kong Permanent Resident ID card. As for the other documents, you can know them when you go to the consulate.

The fee includes payment for Hong Kong Immigration Department (passport fee and mail back fee)and China consulate in Vancouver (mailing fee 50CAD and handling service fee 15 CAD).
