It is up to the school, generally speaking, tourist visa can't be changed into student visa within Mainland China, however, if the school is able to do so, it is Ok for you to get a tourist visa first, then change it into student visa after entering China, the most problem is whether the school is eligible and qualified to enroll foreigners.
