from where should I acquire that red stamped paper from the bureau as requirement for visa application?

do you mean the original Visa Notification Formfor a business visa? If yes, it is a paper you need to get from a Chinese authorized unit or by the Chinese government departments, companies and social organizations authorized by the Chinese Foreign Ministry.
