If you have written your purpose about wire and tube trade fair in Shanghai to the application form, then you need to apply for a business visa, not a tourist visa enough. For that visa you need to provide an invitation letter from Chinese company.

Mr.Shashank Bajpai, the invitation letter from China is not compulsory for China tourist visa application, however, in your previous application, you wrote the purpose of coming to China is to attend the wire and tube trade fair, your application is denied, now you write your purpose of coming to China is for tourism, if the visa officer notices the difference of the same applicant, your application still has the chance to be denied.
