Hi Richard, these areas are not affected by floods. Yunnan is suitable for visit all year round. You can visit there any time you like. It won't be too cold nor too hot. The Jade Dragon hill is covered by snow all year round but I don't know whether ski sports is possible.

The cable car has not come into use at present and it is schedule to operate at the end of the year. Yes, as you know, the cleanliness of the pulic toilets in Yunnan is still bad, dirty, as the local condition is limited. You can use the toilets in the hotels which are better.
