You'd better submit your visa application two months before your departure to China, that is to say you can apply in Nov or Dec. Sept is too early.

You can apply for China visa if you have a valid US visa or other documents which can prove your legitimate status in the US. The visa officer may ask you to provide the original and photocopy of your valid US Visa or other additional documents and make a decision on whether to issue the visa case by case.

Anyhow, you can't apply for China visa in September, it expires when you go to China in late Jan 2011 or early Feb 2011.
