About:China Work Visa

I am a US Citizen with permanent residence status in the Philippines. My Invitation letter said for use only at the Chinese Embassy in the US. When my prospective employer asked to have it changed to the Philippines, they say, the request was denied. Is it true that you can only get your Z visa from the Chinese Embassy in the country of your citizenship? The employer was in Qingdao. Thanks!

Now, no matter it is true or not, the invitation letter (also called original Visa Notification Form) issued by Chinese authorized unit prescribes that you have to apply for work visa from China embassy in the USA, now you have to return to USA to apply for China work visa, we can't negotiate with the Chinese authorized unit and can only follow its direction.
