DOES TAIPEI DEPARTMENT STORE OR FASHION STORE ACCEPT
MALAYSIA ISSUUE CREDIT CARD WITH A PURCHASE BILL OF ABOUT NT 3000 ?

I don't think so, you'd better have your money exchanged to shopping in Taiwan, since it is easy to find banks to change money.
