Who normally pays for a work visa the company or the employee? Thank you for your time

The employee I think, because they can only send you the requirements for your visa application, you yourself will go through the processing.

It depends on your company. Sometimes the employer will do the Z visa for the employee. Sometimes, the employer ask the employees do the Z visa by themselves.
