Dear Mr. Frank!

If I take an overnight train to Datong that arrives at 6:30 am and hire alocal taxi, can I visit the cave and the hanging monastery until the train taking me back to Beijing at 16:40? Thank you.

Time is rather tight.
The cave opens at 0800. So after arriving at the railway station, you can have your breakfast there. Then hire a car to the cave, about 0.5 hours.If you arrives at the cave at 0800 and spend 2 hours there, it's 1000 by then.
Car to Hanging Monastery, a little more than 2 hours on road. And spend 2 hours there. It's no late than 14:00.
Then another 2 hours (at least) go back to the Railway station, it's 1600 already.
But what if you spend more time on road or on the scenic spots ( there is a great chance for that), you'll miss the train.
My suggestion is taking a later train if you really want to finish them in one day.
