About:Chinese Embassy in Venezuela

Dear Consular Office,

Can an Aruban citizen, with Dutch nationality, apply for a Chinese visa in person in the USA instead of Caracas?

yes, you can apply for a visa. However the possibility in your country is bigger. and if you apply for it in USA, you should provide the reidence certificate in America.
