Now, you have to apply for China visa through the Chinese Visa Application Service Center in Singapore by paying application service fee besides the visa fee, the China embassy in Singapore only accept China visa application from diplomatc/service/official passport holders.

The total amount of the fees to be paid by an applicant = visa fees application service fees, $50 for single-entry visa, $25 (tax inclusive)for Regular service fee of the center.
