If you can get a visa in Philippines, then you do not need to worry about being denied to enter China.

Ms Soymilk, did the PSB detain you after paying the penalty. And I had a friend 2 years ago she overstayed in Guangzhou she successfully returned to the Philippines and tried to return to China and she tried to enter Macau but the immigration officer did not allow her to enter and she tried to enter HKG but the same. So I guess, it is a good idea to wait for some time.
