Has Chinese authorities stopped issuing official invitation letter for first time visit due to EXPO at the moment?

Mr.Rangith Hettiaarchchy, I also hear that the visa regulations become strict because of the Expo at the moment and upcoming Asian Games in Guangzhou, but there is not official notice that Chinese authoritues stop to issue official invitation letter to first time applicants.
