Can an Australian Citizen who is studying in Austria apply for a single entry chinese visa from Austria?  What documents are needed?

Yes, you can apply for a visa in Austria. What do you want to do in China?  For travel, you can apply for a L tourist visa. You should provide the residence certificate, passport, visa application form and photo.

We will be staying for 3 days and just need a tourist visa. Do we need to be with my daughter when applying for the visa?  She is a student in Austria at the moment and when we pick her up we will travel home to Australia via Bejing.

you don't need to be with your daughter when apply for the China visa, you can apply for China visa for you and your daughter.
