i am trying to call my friend who is in urumqi but i can't.

Question

I am trying to call my friend who is in urumqi but I can't. The number is: 86(991) 13999844580. I don't know if I am supposed to dial the urumqi code or not. I will be glad if some one helps me or calls him. It says he is out of service or wrong number, but I remembered about 2 months ago I called him with the same number. I don't know if the lines have problem or not.

Nice to meet u.I am from Xinjiang.it is unnecessary to dial area code 991.I called ur friend but it cannot get through right now,so maybe u should try later.
