I am trying to call my friend who is in urumqi but I can't. The number is: 86(991) 13999844580. I don't know if I am supposed to dial the urumqi code or not. I will be glad if some one helps me or calls him. It says he is out of service or wrong number, but I remembered about 2 months ago I called him with the same number. I don't know if the lines have problem or not.
