It is difficult to cycle in Qingdao, that just because Qingdao has many hills and gentle slopes on the road, but you can cycle in the city. Once there was a university student cycled back from Hangzhou to Qingdao, I think it is possible to cycle from Qingdao to Shanghai. The part in Shandong Province is a little mountanuous, but once you entered Jiangsu Province, you are in the plain landscape. Good Luck!
