I am hoping to add pages to my passport in Haikou as soon as possible. Is there a US consulate in Haikou? What is the procedure?

There is no US consulate, you have to go to Guangzhou, there is a US Consulate.
you are required electronic application forms. After filling out your application on-line, print and bring your application to your appointment.
Failure to fill out applications on-line, instead using handwritten applications, will delay processing of your application.
Note: If your passport has already had additional pages added two or more times, you will need to apply for a new passport.

Thank you very much for the information! One more question: is it possible to get a passport stamped in Haikou without technically leaving China... for example: In Shenzhen you can get the stamp in the building at the border without actually having to go to Hong Kong.

Mr.Marc, you can just go through the controls and turn round and come back in again, but a proof for your leaving, a flight or else is required if you want to get your passport stamped at the border.
