I now plan to teach English in Qingdao and have all the papers ready (letter of Invitation plus working permit from the State Administration of Foreign Experts Affairs, P.R.C.. This paper tells me to go to the nearest Chinese Embassy or Consulate to have my Z visa processed. Following these inructions we came to Korea, only to read that Korea is no longer processing visas for non residents Korea. Where csn I go to get my visa processed? Can I go to Japan or to Hong Kong? Returning to Finland would be a financial hardship at the moment. Thank you for any help you can give me.

You may try to apply in Pusan, someone got the visas through the consulate there. Or you can just send your application and documents back to America and entrust others to help you with it, if they do not require an interview, you can get your visas to China. But be aware not to mention that you are in Korea now. I do not recommend to apply in japan and HongKong since they maybe have changed visa laws for non-residents too.
