You don't need to apply for transit visa for the transit in Shanghai if you stay at the airport during the 12 hours stopover, otherwise, you need to apply for transit visa.

Mr.Hashim, if you want to leave the airport to visit Shanghai, you can apply for Stay Permit (like a visa on arrival)at the Immigration Office of the Shanghai Pudong or Hongqiao Airport.
