About:China Student Visa

Hi, I'm wondering if anybody can help me to figure out what I have to do.
I need a Hong Kong student visa and the course will start on September the 1st. Currently I'm waiting for the offer letter (without it I cannot apply). I know that the procedure takes at least 6 weeks, and the University suggested me to apply for the student visa diretcly in HK, but they told me that without the student visa I cannot register. It doesn't make sense at all to me.
Therefore I'm asking: how long does it take to get the visa directly in HK?
I know that after I'll get the visa I have to take a trip to Macau and then enter in Hk, but there is no guarantee that they will convalidate my visa. Is it true?
What kind of solution is that? How can a University advise a student in this way?

Ms.Valentina, now, please first get the offer letter from the university in Hong Kong, then send your HK student visa applciation directly to HKSAR Immigration Department either directly by post or through a local sponsor. To shorten the processing time, application forms and supporting documents can be sent by fax to (852) 2824 1133 in the first instance. However, the original copy of the duly completed application form and the photographs required should be sent immediately to the HKSAR Immigration Department by air mail. A visa/entry permit will be issued only on receipt of an original, properly completed visa/entry permit application form.

Once you get the Hk student visa, it is valid.
