I think it is possible for you to get through Chinese embassy there. But still, you need to provide your passport valid for 6 months or more, with a black page; a passport photo; return tickets and hotel reservation; Application form; a notification letter from the Foreign Affairs Office of the government of China.

Mr.Ben, for F visa application, the host company or institute in Shanghai should send you an invitation letter or a visa notification letter issued by Shanghai Foreign Afairs Office or Shanghai Economic & Commercial Bureau.

for L visa application, you don't need to provide it.
