You may need a visa notification form issued by an authorized unit in China (issued by the Chinese government departments, companies and social organizations authorized by the Chinese Foreign Ministry. This visa notification form should be used within 6 months since its issuing date). But I heard that since the China visa law had changed in past few days, so, they mey require the residence permit valid for at least 6 months for foreingers who want to apply visa to China. So, you'd better inquiry the Chinese embassy for certain if they can issue you a visa.

I have tried calling the embassy but get no answer, What do you mean by a visa notification form and the recidence permit? I need to know if i can get my F visa the same way i got it when i first came to china, i got it in mexico with a letter form the company i intern in. Thats all i needed last time.

You are going to Thailand to apply a new visa to China again, am I right? if so, you may required to provide your resident permit (valid for 6 months at least) in Thailand according to the visa law change. That make sense in other countries like South Korea. I give you advice to ensure that even I have not heard of it in Thailand so far.

The notification Letter must be a new one, but the same in form, because the former was used when you apply for the previous F visa to China. And it may not valid as I mentioned before.
