If you had the choice between visiting Shanghai in mid september or late october which would you choose?  please explain why

I will choose late October. Because from late August and through the first twenty days of September, typhoons can bring heavy rain in their wake. These periods are best avoided by the traveler. It is cool in October and it is the best time for you to gp shanghai this period.
