You can if you have resident permit in Netherland, which is valid for at least 6 months.

You can only submit your visa application in person. I have a French passport myself and requested a visa agency to submit the application on my behalf but they called me and said that regulation has changed and that I have to go to the embassy in person to apply for the Chinese visa. I have a Dutch residence permit as well which I believe is also required.
