PLEASE HELP!!! URGENT

Hi, I have only 5 months left on my ARC and purchased my ticket for Beijing last month in June. With the new rule, is it possible that I can get my visa if I show that I purchased my tickets before the rule change?

Also, if I send my passport, documents and photos to Canada and get my friend to send in my application, will the Embassy in Vancouver, Canada issue me a visa, even though I am still a resident in Korea with less than 6 months on my ARC?
