I am traveling from taipei to kaohsiung and from there i will be going to tai chung and i have no idea to use what trasportation would be best to travel from tai chung to hualien.

You can take train from Tai Chung to Hualien, there seems little direct bus to Hualien, sometimes you need to transfer. BTW, you'd better buy train ticket in advance, since train ticket is hard to get when you buy it before leaving.
