About:China Visa on Arrival

I am an Indian and am required to go to DPR Korea for 22 days as UNDP consultant. I am required to be in Beijing as transit passenger for about 31 hrs as I do not have any connecting flights before that. I would have to stay in a hotel in Beijing but I do not have Chinese Visa. UNDP has issued a note verbail to Government of China requesting double entry VISA to me as UNDP consultant. Can I have Visa on arrival.
