About:Chinese Embassy in South Korea

I am working in Mokpo, but I have a friend visiting on a vistor's 90 day visa, can he receive a Visa for China through the embassy in Seoul?

he can't get a China visa from embassy in Seoul if he doesn't have the alien registration card valid for at least 6 months.
