Do you mean by applying visas in HK? If you are Fiji passport holders, you need not visa to enter Hong kong, and can enjoy 90 days visa-free period there. Traveling to Tibet need a 'Tibet entry permit'together with a visa to China. Besides, individual traveler can not be permitted to enter Tibet, you have to join a group tour.
