About:Chinese Embassy in Germany

Dear Sir/Ma'am,

I have a friend want to have visit here in china he is residing in germany but he's holding kosova passport, is it possible that he can apply for chinese visa in germany with hes type of passport?

The Republic of Kosovo is not recognized by the China government, so it is hard for him to get a China visa in Germany.
