High floor observatory over Victoria Harbour

I'm an photography enthusiast and would like to take some panoramic shots of Victoria Harbour during the "Symphony of Lights" show. Apart from the usual eye-level view from the walkway behind Intercontinental Hotel (星光大道）, I was wondering if there are any buildings near the Harbour, like those along Salisbury Road that offer an elevated view from a high floor of the harbour area? Preferably a place which is free or just requires a small entrance fee.
