You can apply for a visa through Chinese Consulate in Milan. If you are an Ireland passport holder, you can entrust someone else to apply for a visa through Chinese consulate in Dublin.

Hi,

As a warning I went to the chinese consulate in Milan, and queued for several hours only to be told that people from the EU who are not Italian are NOT allowed to apply through Milan consulate and MUST go through their own country. Non Eu persons can apply through provided they have correct documentation.

Thanks
Philip
