you mean to say there are only a few foriegners who joined chinese nationality..it means only a few people applied for it..there's a provision in the constitution of the people's republic of china,which rules that any foreign national may be naturalised ,if he/she fulfills any of the following 3 conditions..
they are near relatives of Chinese nationals;
they have settled in China; or
they have other legitimate reasons
