About:Baggage Allowance for Chinese Domestic Flights

Can I bring some instant milk powder (about 3 packets of 1.2kg) and packet beverages for my relatives in China.

For hand-in luggage or consigned luggage? If the latter one, those are all OK. But if the former one, milk power is possible while packet beverage is not.
