About:Apply for China Visa in a Third Country

I am a UK citizen travelling on my own by bicycle and I intend to pass through Kyrgyzstan and into China. I am currently in Iran and wish to apply for a Chinese entry visa and special permit to pass through Tibet on route to Inda. Is it possible to apply in Tehran or should I apply when in Kyrgyzstan ?

Foreigners applying for special tour to China should provide visa notification issued by China National Tourism Administration or the tourism administration of related province, autonomous region or municipality directly under the Central Government. Special tour includes: self-driving, hiking, cycling, horse-riding, hot air balloon, or other expeditions.

Therefore, Mr. Steve, you can't get a China visa in Tehran and enter China from Kyrgyzstan.
