i am a Pakistani citizen living in saudia and my friend in studying in anhui province he wants to invite me in china and i want to visit him but he dont know what invitation he need to send me and from where he should attest and should college attest or issue the invitation or which office should he go to have the invitation for me.

Your friend can write the Invitation Letter by himself, I guess that the college/university won't put stamp on the invitation letter. He can ask the university to issue a certificate to prove that he is the student of the university. Your friend also need to send you the copy of his passport, Chinese visa, residence permit.
