I am an Australian citizen and want to apply for a Z visa whilst I am in Singapore.Does the Chinese Embassy in Singapore issue Z visas to foreigners?

Generally speaking, Non-Singapore citizens shall provide documents that entitle them to reside for an extended period of time in the SPR,WP,EP,STP,DP.
