The embassy in seoul opens on June 2, however, if you don't hold the dipomatic/service/official passport, you can't apply for China visa at the Chinese Embassy in Seoul. You have to apply for it through one of travel agencies designated by the consular office of China embassy in Seoul. If you hold regular passport and apply for Hong Kong visa, you can still go to the China Embassy in Seoul to apply for it.
