About:China Student Visa

Can American students apply for the Chinese student visa, X or F, in Hong Kong? If not, is there anywhere outside of the US where they can apply?

I think the American students can apply for China student visa (X or F)in Hong Kong. USA citizens are easy to get a China visa all over the world.

Thank you for the response, however, where can I find out for sure? The Chinese consulate in Hong Kong has been impossible to contact.
