About:Chinese Consulate in Toronto

How come I am being denied my Chinese visa because I don't have the entry permit into Tibet? As far as I know, you need the Chinese visa FIRST before you can get the Tibet permit...Anyone?

However, if you listed Tibet in your travel schedules when applying for the visa, the Embassy may requires the Tibet Entry Permit.
