Liu Bang made Chang'an, today Xi'an the capital city, but Chang'an in Han Dynasty is much large than present Xian City. Xiangyu's Tomb is said to be in Shandong. Wujiang where Xiangyu killed himself is in Anhui Province. So, there is also a tomb regarded as Xiangyu's Tomb in Anhui, Personal Effects Tomb as I know. Yes, you are right, Xian is the capital of Tang.
