About:Chinese Embassy in Singapore

hi, my friend is a Canadian ,PR singapore, currently he is in Canada. he plans to travel to china in June school holiday. Can he apply visa for China in Canada? if he returns to singapore in late May, where shall we to get his visa? where does the Chinese visa service centre located? How much is the service charge? thank you
