I understand the situation, your purpose of coming to China for visiting cousin and close friend, however, the visa officer asked you to provide an invitation letter from Chinese government, it is a little complex. You cousin can go to the Hebei provincial or Shijiazhuang foreign affairs office to apply for a visa notification letter for you, in fact, it is an official invitation letter.
