You need a visa to enter Philippines, but you can apply for visa on arrival at the entry ports of Philippines, please take your original passport, the inetrnational flight tickets and the Hong Kong visa. As I know, if you don't have the Hong Kong visa, you can't exit Philippines and you can't apply for visa on arrival.
