Temporary residence permit!

And I hope you can help me out (Advise) in processing my needs.

I’m retired and planning to stay and Travel in China. (and neighboring Countries) For a number of years, and definitely like to learn the local Language, I’m Canadian by Passport.
Can you share with me the best way (method) of staying in China for an extended period of time legally on visas for travel purposes and temporary residence basically a way to "live" in China on visas?

After I located my apartment the one I like. I have to transfer or convert my L visa to a temporary residence permit. Possible
Possible in Guilin-Guangxi or Kunming-Yunnan.

What is involved in obtaining a temporary residence permit with multiple entry visas, and what is the longest duration I can get on
Temporary residence permit is it one or two years.
Do I have to register with local PSB Public Security Bureau where I intend to reside?

Or is it possible someone can be any assistant to me in obtaining the required visa or permit, at this time and in the coming future?

I like to work with an organization, which deals with, amongst other things, the issuance of all types of visas to foreigners who wants to come to China.
I will be applying for a tourist visa at the beginning of June 2010.
I know, I cannot stay any longer then five Months with two extensions
(With L-visa)

And what cost is involved.

Please advise ASAP.
