About:Chinese Embassy in Zambia

Hi! I`m from DRC and I`d like to get a tourist visa to visit hong kong. can I come and get one at the embassy in lusaka because the china embassy is too far from where i am, in kinshasa but I`m staying in Lubumbashi.
