I think it was also a kind of protection. He was concerned with immortality. So I guess in a way he wanted there to be an army ever vigilent over him or his body. That's just my take on it.

no the emperor did not make those warriors to surround him he made them so that he could be well protected in his afterlife, close to his tomb archeologist also found other types of clay people like dancers and entertainers.
