Maybe the visa office in singapore will ask you to return to Philippines to apply for Chinese visa.

Hi Eric, I have almost the same scenario with you. I'm a filipino citizen too. And we plan to travel in China this April. I still don't know if we can apply it here. But I will try this week. Most of our fellow filipinos were rejected and asked them to go back in Manila to apply the tourist visa there. Keep me posted too if you already went to Chinese embassy here in Singapore.
